INTRODUCTION
Employment Connections is a collaboration of agencies (CGI Federal, City and the County Workforce development departments in addition to Ohio Department of Jobs and Family Services, Towards Employment, United Labor Agency, Equal Access, and The Veterans Association) that work together to assist people with employment and training to begin or advance their careers.
CGI Federal, The City of Cleveland, and Cuyahoga County each had established their own workforce development departments, working with the above agencies assisting residents with their employment needs. The trinity agencies would refer clients to each other although they performed the same functions. Realizing these efforts were being duplicated, approximately six years ago, the State of Ohio mandated the agencies to unite and coexist with each other under one roof and agency name for the best interest of their clients.

PROBLEM STATEMENT
Since the collaboration effort has been implemented, numerous problems have been created. Each agency still thinks there way is the best way to perform; numerous locations provided on different sides of town for easy access, but uniformity has not been pushed causing extra problems, duplication of work, and dissatisfied clients. There has been countless tries of standardization, but individuality divides the collaborating agencies back into individual units. Efforts to erase the great divide have not influenced the warranted results, nor has it given direct responsibility to those who hinder the process and progress.
The objective of all agencies involved in the partnership is to assist residents with the necessary tools to procure employment. An effective strategy needs to be created to produce the sought after results for the best interest of all agencies serving the residents efficiently.   This paper...
