Abstract— In order to provide QoS requirements in high speed future communication networks, such as LTE, the operator has to provide a Radio Admission Control algorithm which will guarantee the QoS of different service types (e.g. voice, data, video, ftp) while maximizing radio resource utilization. In this paper we propose a Cognitive Radio Admission Control Scheme based on a Multilayer Feed-forward Neural Network. According to our scheme, the eNodeB performs Radio Admission Control using a cognitive engine that learns from the past experience how the admission of a new session would affect the QoS of all sessions in the future. We implemented our Radio Admission
Control Scheme using a LTE-EPC simulator. Since our scheme is based on learning from the past experience, we expect that it will be able to satisfy QoS requirements, in a variety of realistic scenarios, which can not be accounted for in analytical models.

I. I NTRODUCTION
In this paper we deal with the problem of Radio Admission Control (RAC) for various service types in Long Term
Evolution (LTE) system. While in previous cellular systems, such as 3G, voice traffic is transferred through circuit-switched networks, in LTE is transferred through packet-switched networks along with best-effort data services (such as FTP and
HTTP traffic). Unlike best-effort services, Voice over IP (VoIP) traffic has very tight Quality of Service requirements, such as bit rate and delay.     The Third Generation Partnership Project (3GPP) started on the work of Evolution of 3G Mobile System at RAN Evolution Work Shop on November 2004 in Toronto, Canada. They opened a work shop to all interested organization and interested parties. Proposals on evolution of Universal Terrestrial Radio Access Network (UTRAN) were presented there. High level requirements such as reduced cost per bid, flexibility of existing and new frequency bands, simplified architecture, reasonable power consumption, user satisfaction with lower cost, and open interface were identified as well. Objective of developing a framework toward high data rate, low latency and packet optimized radio access technology were started. Agreement on requirement for Evolved UTRAN resulted “Technical Report (TR) 25.913 ” were made. In December 2005, downlink were identified to use Orthogonal Frequency Division Multiplexing (OFDM) and uplink uses Single Carrier – Frequency Division Multiple Access (SC-FDMA). The use of Multiple Input Multiple Output (MIMO) was agreed as well. Frequency Division Duplex (FDD) and Time Division Duplex (TDD) modes as support. Paired spectrum operation named FD-LTE while unpaired spectrum as TD-LTE. New architecture, E-UTRAN with EPC (Evolved Packet Core) introduced. SA WG2 started study for System Architecture Evolution (SAE) to develop evolution or migration framework to high data rate, low latency, packet optimized system which supports multiple RATs. Future network will be on all-IP network and access to 3GPP network would not only via UTRAN or GERAN but by WiFi, WiMAX or wired technology. Release 8 of LTE was frozen in December 2008. In March 2009, first complete Release 8 specification was published.LTE development continues with Release 9 with complete specification by December 2009. Expected deployment of LTE will be on 2010 and 2011. Verizon Wireless launched commercial LTE services at the end of 2010.…
