Some states Governors have additional responsibilities of appointing judges, where in Texas they are elected. Texas Governors has the power to veto a line or a section of a bill. Surprisingly, not even the president of the United States has the authority to issue a line veto. Advisories of this model believe that executive plural makes a challenging role for the Governor, because he may lack the support of the elected independent offices.
The way how the offices are elected and how the plural executive model governs is considered more democratic than the single executive model. A plural executive is a group of agencies that administer the State which requires a compromise of each commissioner. The single model or federal model is run by of one person, who selects a person to run each agency which can develop into an abuse of power.
There are several reasons why the plural executive model can be considered effective and accountable. First in the way how a plural executive mode is elected. The governor has no intervention in the selection of the personnel of the independent agencies. Second, the way how these independent organizations administer the states. These institutions do not answer to the governor, and they may not run the Governor's same agenda. One can believe that the plural executive model can lead to a more efficient and accountable

Except for the Secretary of State, all executive officers are elected independently making them directly answerable to the public not the Governor. However, the Missouri executive branch is laid out in Article IV of the Missouri Constitution and is headed by the governor of Missouri. The governor is charged with executing the laws of the state. Texas has a total of 254 counties, by far the most counties of any state and does not have townships; areas within a county are either incorporated or unincorporated. However, Missouri allows cities to adopt their own charter should they chose to do so; it was the first state in the union to do so, and in both Texas and Missouri, certain officials, such as the sheriff and city clerk, are elected separately by the…

In this paper, I will compare the formal powers of the Texas Governor and Texas Lieutenant Governor. Also, a conclusion will be drawn about who has more power and why. The governor of Texas is perceived to be a weak governor (compared with others across the fifty states) which stems from conditions dating back to the new Texas Constitution. The reason for this is that Texas had to disperse power (after the Civil War) among the lieutenant governor, the governor, and the speaker in order to keep a balance of powers.…

On June 1, 1787 Federal Convention first talked of establishing a new executive branch. James Wilson said that the Executive should consist of a single person. To U.S. citizens today, this is an obvious statement, but it wasn’t at that time. Americans had just won their independence from an autocratic monarch, Britain. They feared that another oppressive leader would rise and try to dictate to the newly independence-gained country. In the book “Mr. President: How and Why the Founders Created a Chief Executive”, Ray Raphael explains how the founders created the Chief Executive to specifically prevent this from happening.…

Our government here in Texas has three major parts that play a significant part in our decision making process. These levels have been deigned to decentralize power and make it more affective for the public's needs. The primary level is the Texas legislature. It is almost a given to say that everyone has at least heard of the legislature. Some variables that the legislature contains are the Lt. Governor, the Speaker of the house of Representatives and Committee Chairs. The Speaker acts as the presiding officer over the house and has two levels of power. These two levels are institutional powers which allow the officer to preside over the Legislative Audit Committee and Sunset Advisory Committee.…

The Americans, preferring pluralistic democracy, have established their governmental institutions in their federalist principles and concept of shared power through checks and balances. This translates into an ethical framework based on individual rights and personal accountability, a governing framework which considers local representation and citizen participation, and a performance model focused, much like the French, on ensuring a common understanding of and commitment to the political and bureaucratic intent (i.e., goals and priorities) of elected and appointed officials.…

The models of Administration-Politics Dichotomy vary; the orthodox model emphasized strict separation of politics and administration, with each having its own distinct functions. As politics determines the goals and the policies of government, and administration implements those goals and policies, and added to this the administrator should be neutral politically. Whether defining partisan politics or formulating policy, neutrality applies to politics, in its minimal form, it applies to that of partisan neutrality. This version of the dichotomy then puts stress on the fact that there is to be insulation from politics, posting that elected officials are not allowed to interfere with the administration or any implementation of policies, therefore, administrators must rely on their technical effectiveness in order to develop the best ways to administer policy and goals that are set out by the elected officials, and they must remain insulated from all political pressures in exercising their discretion based on their professional competence in order to carry out those policies set by the legislature.…
