HL7 V3 is founded on solid principles of system design, focusing on models and terminology. It provides functional models that enable the constructs for management of electronic health records. It also has the capacity to support the exchange of medical data of high complexity and the supporting context needed for decision support, clinical decision-making, and solid patient care. The HL7 V3 standard, as opposed to HL7 V2, is based on a formal methodology (the HDF) and object-oriented principles. Object-oriented principles categorize information into classes with attributes and specify the associations it has with other classes.     HL7 was founded in 1987 and was accredited by the Standard Development Organization (SDO) by the American National Standards Institute (ANSI) in 1994.
